Gillibrand and Rangel introduce bill to fight HIV/AIDS in minorities

U.S. Senator Kirsten Gillibrand and Congressman Charles Rangel today introduced federal legislation in both chambers of Congress that would help combat the dramatic increase of HIV/AIDS in minority communities.
